I see your point, Vilgax became more of a running joke character but he was much smarter in the OS and more threatening, his reasons too fight always seemed like the simple take over the galaxy, you know traditional bag guy stuff. As for why Vilgax doesn't work in AF, well in my opinion I feel it's because they tried too make him have some warrior motif which conflicts with his OS counterpart because it always felt like his OS self would do any dirty trick and tool while AF Vilgax would do the same but he had that overconfident evil smirk which OS never had.
As for the Knights, I agree with you our lack of knowledge of why there doing any of this has been hindering them since the beginning. There later appearances in "Duped" and "Andreas Fault" work so well because it's more comic relief too the point where the WHYS don't really matter as much.
The Knights collected tons of alien tech and we haven't seen where those have gone, along with the fact we don't know what Old George(he is not from OS) is all about. The Highbreed on the other hand collected tons of tech and it just became throwaway plot elements by the end of the season, plus we flat out knew there goal from the beginning. I feel the Forever Knights plot seems too be suffering from teasing us a bit too much, I don't necessarily mind the series not giving us there motivation but there actions throughout the series haven't sold us as menaces until recently, "Duped" is a good example we've seen that there numbers decreased but we haven't seen the CONSEQUENCES of them being a broken faction.

It's like PRTF we are said that the future is being altered but we never see that.
But still I wouldn't blame the OS for them not being well done because there nothing like there OS counterparts. There OS counterparts were more like a MIB organization, there group had castles and technology but it never felt essential to understand they were just an organization that had there own interest and similar to Vilgax, which were area 51 scifi subjects, such as capturing aliens for research, Enoch had a history with Max and while I agree even I found Ben vs The Negative 10 wasn't that good, speaking as a fan of OS despite it's faults. the Knights here seem more... well traditional Knights.
