I can't say I disagree with you about Harangue, but in your holding up Jameson as an example of how they might have/should have played Harangue you seem to forget that Jameson, in that same cartoon series, was directly responsible for the creation of The Scorpion. While I don't think he intended for it to occur exactly as it did, Jameson was just as guilty as Harangue in creating a threat to the public at large in his attempts to bring in/destroy a "public menace."
