The thing you're referring to with Eiji I wish got touched on a bit more in the series (Kougami's ultimate intentions are skimmed over in my opinion), but it does end in the scene in episode 47 I've referred to as "Peak Kougami", when the actor's performance reaches peak crazy. I've always wondered what they told his actor to get the results they did.
