The music video starts with the creepy "something's going on" background music from OOO, as Uva's Cell Medals litter a dark stage. Our singer, Maki Ohguro, walks in and picks up the Kamakiri Core Medal before beginning the song, complete with her band and colored rings behind them, corresponding to the logo and TaToBa's colors. And she switches between some really fabulous red and white outfits the whole time. If I'm trying to avoid just outright calling her by given name, it's weird that this show has a singer with the same name as their bad guy. Just weird.
But the whole time, Uva is stalking the concert, presumably in search of the Medal she picked up. He attacks the sound engineers and the guys doing the lights, and Eiji shows up as TaToBa, really not in the mood to put up with that shit. As the second verse's chorus kicks in, Eiji leaps into battle, and they eventually fall onto the stage. But because he's facing a Greeed, Eiji really doesn't stand a chance, and Uva kicks his ass. So Maki Ohguro tosses him Kamakiri, and confetti rains down on the audience as he scans it. Taka-Kamakiri-Batta fares much better, sending Uva skulking back into the mist and shadows as the song ends.
After the credits, which feature the Ska Foundation Edit of "Anything Goes!" and Hina and Shingo's background theme, "Ani to Imouto" ("Big Brother and Little Sister"), Maki Ohguro looks back on the stage, now lit only by the OOO rings. As she turns away, we see that Eiji is still standing there, back to TaToBa. He watches after her as she walks away, stopping only as Uva passes by behind her, apparently sulking that Eiji got the Medal instead of him. Well, maybe if you hadn't attacked her road crew... Uva stops in front of Eiji, and Maki almost laughs as she starts to walk away again, and Eiji shifts into a fighting stance again.
It ends with this shaky English sentiment:
We know this better as "Life goes on, honki dashite, tatakau no nara, makeru ki shinai hazu." Translated by TVN, that's "Life goes on, time to get serious! If you are going to fight, don't worry about losing!"
"Anything Goes!" was performed by Maki Ohguro and MR. Rah-D handling the rap, with Seiji Takaiwa as Eiji Hino/Kamen Rider OOO, and Kazuya Okada as Uva. Action director was Takeshi Miyazaki, with Junpei Shiokawa as the main assistant director. Lyrics by Shoko Fujibayashi and music by tatsuo, who also arranged it with Kotaro Nakagawa. The screenplay was written and directed by Ten Shimoyama.
I'm assuming that no roadies were harmed in the making of this music video.
As I mentioned in my review for the finale, "Anything Goes!" was remixed as a soft ballad. How does this translate to film?
Eiji, as TaToBa, enters a dark room, backlit by a single light—possibly a projector, as he watches scenes from the series play out in front of him like a movie. Specifically, it's his first meeting with Ankh in episode one, and his first henshin, along with several other scenes that highlight his relationship with Ankh. At times, it seems like Eiji's becoming too emotional, lowering his head at some of the scenes, but he continues watching, as scenes from the first "Anything Goes!" music video cut in. Based on those reactions alone, we can assume this is supposed to take place during Ankh's betrayal, since Eiji seems pretty heavy with regret and pain, and he starts to get worked up a little at the scene of his and Ankh's first real fight, over the Cat Yummy back in episode 3.
As he turns around, he notices that the light is shining on a group of musicians, on violins and cellos...despite the music swelling to include an electric guitar. And I honestly don't think there were any cellos in this. But the uplifting music and the emotional chorus is starting to raise Eiji's spirits as he watches his victory against Uva in "Anything Goes!" He starts again at his argument with Ankh after the Kazari had defeated him in episode 4, but he turns to see a couple of guitarists and a drummer over his other shoulder, and he starts to realize that all of the musicians are there to support him, just as Maki Ohguro had before. But scenes of his fights with Ankh—such as his fight over prioritizing Hina's safety over the Medals in episode 15—still bring him pain, until he remembers how they managed to come to an accord and work together. It cuts again to Maki Ohguro tossing him the Kamakiri Medal, and Eiji reacts as if he's caught it again, opening his hand to see a light shining within.
Footsteps sound behind him, and Eiji turns to see Maki Ohguro, dressed in the same black clothing she'd worn when she last left him, still watching out for him, even as she walks away.
Unfortunately, as I could only find this music video on Youtube, I don't have the information on who wrote the screenplay or directed it, or who arranged the remix. Thank you for including the credits in this, guys. I presume that Seiji Takaiwa is still playing OOO, and because this is archive footage, Eiji and Ankh are played by Shu Watanabe and Ryosuke Miura, respectively.

Life goes on...
If you make struggle with your seriousness
You will not feel an uneasiness.
